Referring to the Strategic Axes and Operational Objectives of the Quebec Roadmap, each Collaborative Network identifies the problematics raised by the priority Thematics around which it is constituted. The problematics serve as the basis for the Collaborative Network's activities.

Prioritizing one problematic among others can help identify concrete actions in the field, such as a pilot project for example, in order to explore specific problems and test possible solutions.
